中国城市湿地保护的困境与对策——以上海市为例

摘要/Abstract

摘要： 伴随着快速城市化进程,我国城市湿地的消失和退化趋势难以遏制,以上海城市湿地管理和保护面临的多重问题为例,认为根本原因为城市化发展对土地的强烈需求、湿地保护法律保障的缺失、湿地管理体系和基础数据体系的不健全,以及市场与公众参与渠道不畅。而要摆脱当前困境,必须以地方立法推动国家层面完善湿地法律,从单一资源的管理体系向湿地综合管理机制转变,并且还应为市场力量、社会机制参与到湿地的管理和保护中创造必要的条件。

Abstract: As consequence of rapid urbanization,urban wetlands in China are suffering rapid loss and degradation.Taking Shanghai’s wetland management and conservation as an example,it’s argued that the fundamental reasons dwell in four aspects:the high demand of construction land driven by urban sprawl,the lack of legal base for wetland protection,imperfect wetland management system and information system,and the absence of market mechanism and public participation.It is suggested that we enhance the national wetland conservation institutions starting from the local legislation,change one-resource based management system to integrated management system,and provide opportunities for market forces and encourage public participation.
