中美政府林业投入产出效率比较

Comparative Analysis of the Sino-US Forestry Investment

摘要: 林业的高效发展是实现中国生态、经济、社会可持续发展的重要举措之一。为了促进林业发展,中国政府对林业的投入保持高位运行。基于国际比较的视角,运用指标比较分析法对中美林业投入产出特征与其投入产出效率的差异进行分析。分析结果表明:相比美国,中国林业用地的利用效率较低,林地的经济效率较低;中国中央林业资金的生态效率较高,但其经济效率较低;中国中央林业系统劳动的生态效率较高,但其经济效率较低。在此基础上,提出相关政策建议,并讨论了研究存在的不足。

Abstract: The efficient development of the Chinese forestry is to achieve ecological,economic and social sustainable development.In order to develop forestry,the Chinese government investment remains high.Based on international comparative perspective,this paper uses the comparative analysis method to analyze the Sino-US forestry input-output characteristics and the Sino-US forestry input-output efficiency.The results show that compared to the U.S.,the use efficiency of Chinese woodland is low,and the economic efficiency of forest land is low;the ecological efficiency of Chinese central forestry funds is high,but the economic efficiency of central forestry funds is low;the ecological efficiency of Chinese central forestry workforce is high,but the economic efficiency of Chinese central forestry workforce is low.Based on the conclusions,this paper makes relevant policy recommendations and discusses some existing deficiencies.
