Abstract: Before the approval of harvesting and management of the first-class national public welfare forest for some special reasons,the plan should be reviewed by some experts.In order to make the for practice,we creatively use the approach through background and technology analysis and feasibility demonstration,to give some keys about the writing of basic plan,the guidance of expert evaluation,and how to write the reports of evaluation for implementation of harvesting and management in the first-class national public welfare forest.This study will provide the reference for actual operations of the managers and the specific elevaluation work of the professional experts.
