On the Reform of Collective Forest Tenure System in Nature Reserve Areas

Abstract: There is a close relationship between rural economic and social development and farmer's land interests in nature reserve construction. Therefore, the key issues of the reform of collective forest tenure system are to harmonize the land use relationship between nature reservedevecopment and rural economic and social development on the foundation of keeping the collective's ownership to collective forest land within the areas of nature reserves, to protect collective forest tenure and to establish the responsibility system of forest management and compensation. A series of legal systems of nature reserve management should be established on non-commercial forest, forest land contracts, community co-management, public finance and funding channels.
