Abstract: The paper, based on the public welfare of forest resources, explains the necessity and trends of state compulsoriness in management of forest ownership.At the same time,the paper also analyzes different effectiveness of private law for acts in breach of the effectiveness of mandatory regulation and control of peremptory norms.It indicates that protection of forest right should involve both the public welfare nature and property nature.
