Path Selection of Collective Forest Management in Southern China upon Completion of the General Stage of Collective Forest Tenure Reform

Abstract: Exploring and pushing forward the practices of collective forest reform following the completion of its general reform stage to realize the win-win goal of ecological conservation and income increase of farmers has remained an imperative task for the ongoing forestry reform of the country.The collective forest management of Hunan province is typical among the southern collective forest provinces.the foresters of Hunan guided by the Green Hunan blueprints have managed to promote governmental efficacy and technology oriented productivity for which the industrial economy has given impetus to income addition of forest farmers.Meanwhile the survey showed that the collective forest tenure reform has approached deepwater stage faced with operational constrains in field management,resource conservation,financing and stability which call for measures in optimized policy arrangements,strengthened financial support,larger scale management and professional competency etc.
